The Virginia Department of Environmental Quality now mandates that a V.S.M.P. (Virginia Stormwater Management Program) Permit be displayed on every construction project prior to land disturbance, regardless of the amount of disturbance proposed. 

These permits and plans assist the Commonwealth of Virginia in monitoring the discharge of pollutants from construction sites such as sediment, effluent, etc.  These permits are valid for a specified time period and the monitoring, which is done by the developer or contractor, is intensive.  

Significant monetary citations are issued for violating the terms of the permit or not providing a permit on site.
