John
L. Marshall, L.S., D.P.E.
President
Founder and President of LDC, John has established an unparalleled reputation in the Northern Virginia Land Development Industry, which has been developed over the past thirty years. John has established his reputation through a unique blend of land surveying and civil engineering. His comprehensive approach to land development may be characterized as a combination of value engineering, time sensitivity and technical competence. John is the Past Chairman, Engineering Review Standards Committee, Fairfax County and is affiliated with the Virginia Association of Surveyors, American Congress of Surveying and Mapping and the National Society of Professional Surveyors. John is a licensed land surveyor in Virginia and a Designated Plans Examiner.
The experience garnered during the past thirty years may be described as a unique balance of technical application and project management. John’s experience includes all facets of residential, commercial and government construction.
His experience and overwhelming qualifications are the foundation from which LDC was created; a foundation which prides itself on practical, cost effective solutions to land development constraints in a largely urban area. The leadership and guidance provided by John is an invaluable and integral asset to the LDC experience.
Matt Marshall, L.S., A.I.C.P., D.P.E.
Vice President
Matt has been cross-trained in all aspects of land development engineering. His extensive knowledge in surveying, land planning and engineering expertise combines to bring a unique blend of practical application and value engineering to all projects. Matt has obtained more than 100 plan approvals in Northern Virginia.
As a routine part of his day, Matt responds to questions from contractors, reviews engineering designs with clients, supervises engineering technicians and draftsmen, negotiates successful plan approvals, and ensures value engineering on every LDC project.
Matt earned a B.S. in Urban Affairs and Planning from Virginia Polytechnic Institute and State University and is a Registered Virginia Land Surveyor. He has completed graduate course work in Transportation Engineering, Hydraulics and Hydrology from George Mason University. He is a member of the American Planning Association, American Institute of Certified Planners, Virginia Association of Surveyors, American Society of Civil Engineers and Engineers & Surveyors Institute where he is a Designated Plans Examiner in Fairfax County.
Daniel K. Andrews, L.S.
Chief of Survey
Dan has practiced land surveying for nearly twenty years and is a registered Virginia Land Surveyor. He is Land Design's Chief of Survey and has utilized this wealth of experience to ensure accurate surveys and the utmost in quality assurance.
He combines his survey experience with extensive knowledge in land development engineering which included utility and road design and overlot grading. These characteristics provide a wonderful combination of applicable experience and technical knowledge resulting in a heightened level of quality control.
Dan is proficient in electronic data collection, AutoCad, topographic, boundary and A.L.T.A. surveys and construction stakeout. He is intimately familiar with local and state requirements, which assures the timely completion of surveys and responsiveness to client needs.
Shane D. Revelle, P.E.
Senior Project Manager
As a Senior Project Engineer, Shane focuses on prudent technical expertise and sound engineering judgment through value engineering. His detail-focused approach with big picture problem solving solutions allows him to proactively address the variable design issues of residential and commercial developments.
Shane’s field of expertise includes storm sewer design, storm water management facilities, best management practices, erosion and siltation control measures and road design.
Shane achieved a B.S. in Civil Engineering from Virginia Polytechnic Institute and State University, his P.E. designation in Maryland and Virginia, and has over ten years of practical experience. Shane has served as design engineer for numerous commercial, residential and industrial projects throughout many Maryland counties such as Charles, Prince George’s and Calvert, as well as Fairfax and Prince William Counties in Virginia. Shane is a member of Engineers & Surveyors Institute where he is a Designated Plans Examiner.
Josh Marshall, P.E., D.P.E.
Senior Project Manager
Josh is a Senior Project Manager and earned a B.S. in Civil Engineering from Virginia Polytechnic Institute and State University in 2000. He maintains a very high attention to detail to ensure a value engineered project completed in a time sensitive manner. |
Josh oversees the completion of all hydraulic and hydrologic modeling for use in preparation of flood plain studies. His experience has allowed him to obtain dozens of approvals in Prince William and Fairfax counties as well as preparing LOMR and CLOMR applications for F.E.M.A. Equally important, Josh has recently obtained plan approvals for 100 townhouses and 200 single family homes in Prince William County. During the past five years, Josh has obtained over 30 plan approvals in Northern Virginia.
Kelly Atkinson, AICP
Senior Project Planner

Kelly is a Senior Project Planner and earned a B.A. in Political Science and a Master’s Degree in Urban and Regional Planning from Virginia Polytechnic Institute and State University. She manages a variety of projects while actively responding to client's needs.

Kelly oversees the completion of all feasibility studies and site layouts, processes numerous rezonings and special use permits and works with county officials to facilitate approval of LDC’s plans in a timely manner.
Kelly is a member of the American Planning Association and has earned an American Institute of Certified Planners (AICP) designation.
