After 12 years and multiple design iterations, the Board of County Supervisors has approved the rezoning application for Legacy at Kline. We are grateful to our longtime partners and stakeholders whose collaboration was critical in shaping the design of this community, which aligns with the county’s housing needs and is consistent with the goals set forth in the County’s 2040 Comprehensive Plan. GMU ASCE YMF Panel

In March, Carlos Flores-Garay joined George Mason University’s American Society of Civil Engineers (ASCE) Young Members Forum (YMF) Career Panel, where he connected with students interested in pursuing careers in civil engineering. The event gave attendees the opportunity to network with industry professionals, explore career pathways, and gain valuable insights into the profession. As an engaged GMU alumnus, Carlos is passionate about mentoring the next generation of engineers, and we’re proud to support opportunities that help students bridge the gap between the classroom and the workplace.

Kettle Run Rezoning Approval

Another successful rezoning approved just before the close of 2025 was in partnership with Stanley Martin Homes, GOROVE SLADE, Walsh, Colucci, Lubeley & Walsh, TNT Environmental, Inc., and LandDesign. Maple Valley Grove Land-Use Application Approval

Collectively, these approvals represent 1,618 residential units and will make a meaningful contribution toward expanding housing affordability across the Prince William County region. Site Plan Approval in Vienna for Mixed-Use Building

We recently secured site plan approval from the Town of Vienna and the Board of Architectural Review in under six months for a new mixed-use building. Zoned Avenue East, this project represents the first major site plan approved under the Town of Vienna’s recently adopted Zoning Ordinance, which took effect on January 1, 2024.

Once constructed, the building will contribute to much-needed housing diversity in the region and represents a substantial investment in the Town of Vienna. The project is being developed by Sekas Homes LTD, and Mike Van Atta, AICP. Our team also includes architect Scott Fleming, Rust | Orling Architecture, and Avi Sareen, TNT Environmental, Inc.

Panattoni Development Company Warehouse

LDC is proud to partner with Panattoni Development Company on its first ground-up warehouse project in the DMV region. This nearly 139,000 G.S.F. facility is strategically located within minutes of Interstate I-95 in Prince William County, Virginia. LDC delivered its full suite of services – land planning, landscape architecture, land development engineering, and land surveying. This building is scheduled to break ground in the fourth quarter this year.

Heavy Construction Contractors Association (HCAA) Infrastructure Award

William A. Hazel submitted the “Innovation Town Center KJ Avenue and Towncenter Phase 1” project for an HCCA Infrastructure Award and WON!

Carlos Flores-Garay and Dean Dockery accepted this award for LDC and we appreciate their dedication to this project. This award “highlights the quality of the projects our members build, the technical difficulties they face and overcome, and the value the completed projects bring to the community.” So many LDC team members have made significant contributions to Innovation and we are incredibly proud of what we created.

Penn State Steel Bridge Competition

Carlos Flores-Garay recently attended the American Society of Civil Engineers (ASCE) Mid-Atlantic East and West Student Symposium, held at Penn State University. The event brought together over 400 students to engage in a range of civil engineering activities, including technical competitions, presentations, and professional development sessions.

Carlos has served as a judge for the Steel Bridge Competition since 2016 and has also served as a National Judge, marking his third time as Head Judge for the Regional Competition. The Mid-Atlantic steel bridge competition featured 15 student-led teams tasked with designing and building a bridge capable of supporting over 2,000 pounds. In his role as judge, Carlos evaluated the structural performance, design, and construction of each team’s bridge.

In addition to judging, Carlos was also invited to speak at the symposium’s banquet, where he shared insights from his professional experience and offered encouragement to the next generation of civil engineers..
